As Sea Shepherd recommends, the entire Southern Ocean around Antarctica needs to be designated a Marine Protected Area, for all the reasons you detail. Especially the krill & whale population areas!
Always relish your reporting of these sad facts, hard as they are to read. One of my brothers used to say that all creatures have a "job" to do; and this is clear from what you tell us about krill and whales. Will humans ever take a half step back and let every creature do its "job"? I hope so!
